Enhancing Rice Mill Utilization and SME Competitiveness in East Africa
Associate Consultant: Food Information Tanzania (FIT) served as an associate consultant for
USAID–KILIMO TRUST under the CARI-EAS Project on Rice Mill Utilization and Efficiency Assessment
between July 2020 and February 2021 across Tanzania, Uganda, and Kenya.
The consultancy delivered Good Manufacturing Practices (GMP) and Financial Literacy training
to rice value chain SMEs while conducting a comprehensive assessment of mill utilization and efficiency in East Africa.

- Description and ranking of rice milling companies across Tanzania, Uganda, and Kenya.
- Assessment of technical efficiency and mill utilization in 13 rice milling companies.
- Profitability analysis and scenario development for improved operational performance.
- Competency gap assessment of mill managers and operators to inform targeted capacity building.
- Optimization of rice milling plants through workflow redesign and process improvement.
- Development of visual layouts for optimized rice milling plant configurations.
